Randall M. Hinton served as a transition team leader for the newly elected Tribal Chief at Pleasant Point Passamaquoddy Indian Reservation from September 2014 till January 2016.

Functioning as Chief of Staff for the tribal Governor, he was responsible for coordinating the review and assessment of all tribal, State, Federal, and privately funded grant programs. He developed an economic development plan along with policy recommendations to address the deficiencies of audit and administrative management programs that adversely impacted the tribal government's funding status/grant eligibility.

He established a much needed economic development recovery team that was tasked with recruiting professional tribal administrators who worked to develop financial management systems to restore the credibility of the Passamaquoddy tribal government as a funding partner. Under his oversight, the team assisted the tribal government in securing funding sources and revenue streams to support infrastructure improvement.

Laernings and insightsHe developed, coordinated, and implemented an economic development recovery plan, with an emphasis on reconstituting tribal marine and natural resource economies leading to tribal self-sustainability and the rebuilding and improvement of vital intra-tribal services. Efforts included the scheduling of conferences with funding partners, grant writers, and professional staff to oversee key administrative, fiscal, and core program management areas and implement specific marine and natural resource-based economic initiatives, carrying with them the full potential of tribal self-sustainability.

Under Randall's management direction, while working closely with newly elected tribal leadership at the Passamaquoddy Reservation, the tribe emerged from delinquent status with the US Department of the Interior and other Federal, State, and privately funded grant programs. This work allowed for a critical restoration of funding streams, which led to a full field of economic investment opportunities.
